<br />30 <br /> <br /> <br />Goal 9: Install wildlife interpretive trails and exhibits – in, <br />around, and between existing publicly accessible sites and <br />significant wildlife conservancies on all suitable sites but <br />particularly to BPA conservancy lands across from Easton <br />Acclimation Ponds, to Kittitas County lands in Gladmar Road <br />Conservancy and Hanson Pits/Tjossem Ditch, to WDFW and BPA <br />lands around Ringer Loop Road, and to BLM and WDFW west <br />ridgeline lands and shorelines across from Lmuma Creek <br />Campground and Big Pines Campground, as well as trail bridge and <br />trail crossings to new sites such as Washington State Department of <br />Natural Resource (DNR) lands across from Old Church Camp. <br /> <br />Goal 10: Identify scenic attributes and viewpoints – with signage, <br />kiosk directories, and other interpretive exhibits at safe vehicular <br />and pedestrian access points along SR-10 in the Upper Canyon and <br />Canyon Road in the Lower Canyon. <br /> <br />Goal 11: Increase disability (ADA) access – reduce trail and ramp <br />grades, trail paving material density, picnic table and toilet <br />dimensions, sensory and auditory signage contents, and other <br />features for mentally and physically disabled users. <br /> <br />Goal 12: Utilize low impact development methods – include <br />permeable surface paving materials, native and drought resistance <br />vegetation, recycled building materials, stormwater bio-swales, and <br />other applications when enhancing existing and developing new <br />public access sites. <br /> <br />Goal 13: Design and implement a comprehensive branding and <br />promotional program – of the Yakima River’s public access with <br />logos, website splash pages, brochures, maps, signage, and kiosk <br />directories on all educational, marketing, promotional platforms, <br />websites, publications, and at all publicly accessible sites hosted or <br />sponsored by Kittitas County, Cle Elum, Ellensburg, the Washington <br />State Parks & Recreation Commission (WAP&RC), Departments of <br />Fish & Wildlife (WDFW), Natural Resources (DNR), Transportation <br />(WDOT), US Forest Service (USFS), Bureau of Reclamation (BOR), <br />Bureau of Land Management (BLM), and Yakama Nation as well as <br />private parties like Red’s Fly Shop. <br /> <br />Goal 14: Promote joint ventures with other public, nonprofit, <br />and private parties – such as Kittitas Environmental Education <br />Network (KEEN), Forterra, Nature Conservancy, Mountain to Sound <br />Greenway, Trust for Public Land, Kittitas Reclamation District (KRD), <br />Suncadia, Bristol Flats, KOA, Bighorn Campground, and Red’s Fly <br />Shop, among others, to educate and promote the unique <br />environmental, historical, and recreational potentials of the Yakima <br />River’s public access and acquire, develop, maintain, and operate <br />public access site activities and facilities <br /> <br />Goal 15: Utilize multiple implementation funding sources and <br />synergistic opportunities – to use existing programs such as <br />Kittitas County’s Lodging Tax, Washington State Recreation <br />Conservation Office’s (RCO) state and federal grant programs, <br />Washington State Department of Transportation (WDOT) paths, <br />trails, and roadway funds, Washington State Legislature capital <br />grants, as well as develop and apply innovative strategies to <br />possibly include Conservation Futures taxes, General Fund levy lid <br />lifts, and/or agents such as a Public Facilities District or the <br />expansion of the Kittitas Park & Recreation District boundaries and <br />responsibilities, among others. <br /> <br /> <br />
