<br />125 <br />§ Suncadia – lead agent for development of emergency and multi- <br />use access to the Cle Elum River at Bullfrog Road Bridge and <br />wayfinding and river kiosks at Old Winston Bridge. <br />§ Private owners – participant in the sale of properties necessary <br />for the development of new multi-use public access sites at Old <br />Church Camp and Swauk Creek Access. <br />§ NGOs (Non-Governmental Organizations) – including Forterra, <br />Trust for Public Lands, Nature Conservancy, Mountains to Sound <br />Greenway, and others as lead and/or participant in the securing of <br />funds necessary to acquire properties necessary for the <br />development of new multi-use public access sites at Old Church <br />Camp and Swauk Creek Access. <br /> <br />Public access project funding sources <br /> <br />A number of sources can be packaged to implement public access <br />programs, including educational material and wayfinding signage, <br />and projects by type of enhancement or improvement. <br /> <br />State and federal funds <br />Washington State’s Recreation & Conservation Office (RCO) <br />administers a variety of state and federal funds for which public <br />access projects qualify provided the applicant has adopted a <br />comprehensive parks, recreation, and open space (PROS) plan and, <br />in this instance, a public access plan for the Yakima River area that <br />project applications will be submitted, and that the site will be for <br />public use: <br /> <br />§ NCLI (No Child Left Indoors) – provides funds for under-served <br />students with quality opportunities to experience the natural world <br />including outdoor environmental, ecological, agricultural, or other <br />natural resource-based education and recreation programs serving <br />youth including orienteering, fishing, hiking, canoeing, kayaking, <br />rock climbing, camping, and hunting. <br /> <br />§ BFP (Boating Facilities Program) – provides funds to buy, <br />design, build, and renovate motorized boating facilities for craft <br />less than 26 feet in length including launching ramps and hoists, <br />moorage floats, docks, and buoys for guest boaters, and supporting <br />facilities for boating amenities including picnicking, parking, and <br />restrooms for transient boaters provided the project is on navigable <br />portions of the Yakima River. <br /> <br />§ RTP (Recreational Trails Program) – provides funds to <br />rehabilitate and maintain recreational trails and facilities that <br />support a backcountry experience such as trailheads and trail <br />connections to the PTC Trail, Cle Elum Skyline Trail, and Ellensburg <br />River to Canyon Trail with an emphasis on annual, routine <br />maintenance including clearing downed trees, repairing flood and <br />fire damage, and replacing bridges and drainage structures. <br /> <br />§ ALEA (Aquatic Lands Enhancement Act) – provides funds to <br />buy, protect, and restore aquatic lands habitat and to provide <br />public access to the waterfront including wildlife viewpoints, <br />platforms, and blinds, fishing piers and platforms, launching ramps <br />and guest moorage for small boats, non-motorized paths, trails, <br />ramps, and stairs, open-water swim areas, interpretive signs and <br />kiosks, and supporting facilities for benches, tables, parking, and <br />restrooms provided the project is on navigable portions of the <br />Yakima River. <br /> <br />§ NOVA (Non-Highway & Off-Road Vehicle Account) – provides <br />funds to buy, develop, or maintain backcountry recreational areas <br />including projects for non-motorized trail recreation that is <br />accessed by a non-highway road such as trailheads and trail <br />connections or rerouting trails to the PTC Trail, Cle Elum Skyline <br />Trail, and Ellensburg River to Canyon Trail as well as wildlife <br />viewing areas, non-motorized boating access facilities, picnicking, <br />camping, parking, sanitary facilities, and utilities. Grants may also <br />be used to fund education and enforcement officers patrolling areas <br />eligible for such grants. <br /> <br />§ LWCF (Land & Water Conservation Funds) – provides funds to <br />buy or develop public outdoor recreation areas and facilities. <br />Grants support both acquisition and development of active and <br />passive recreation areas and conservation lands including <br />waterfront areas, water access, beach restoration, shoreline trails, <br />and waterfront boardwalks. <br /> <br />
