<br />Committee members gave higher composite scores for safety, on-
<br />water, and shoreline opportunities, however, to the acquisition of
<br />the Old Church Camp, Swauk Creek Access, and Bullfrog Road
<br />Bridge sites – and even higher composite scores to the development
<br />of these sites as well as Kittitas County’s Thrall Road/Wilson Creek
<br />site.
<br />
<br />While high priority scores are significant in determining where to
<br />focus public access resources the scores per se should not
<br />determine where implementation actions take place. In general,
<br />public access resources should be utilized in an opportunistic
<br />manner shifting focus, where necessary and appropriate, to
<br />implement site enhancements, acquisitions, and developments
<br />when partnerships, funding sources, and other conditions emerge
<br />and/or allow.

<br />Development costs were estimated for proposed enhancements to
<br />existing access sites and for the development, but not the
<br />acquisition costs, for proposed new acquisition and development
<br />sites.
<br />
<br />All estimates are in 2018 dollars and do not include geotechnical
<br />costs, boulder removal, irrigation, utilities, sales tax, permitting
<br />costs, surveys, design fees, hazardous materials removal, or
<br />environmental mitigations.
