Phase I <br />This first phase Includes an intensive look at the past work. of the EBDA, along with an <br />analysis of Ellensburg's strengths, weaknesses, opportunities, and threats, as they align <br />with economic development. <br />Phase I includes redevelopment of the mission, vision and core principals, as well as the <br />EBDA business position. From there, a phased approach to address the findings of <br />Phase I and the implementation of its strategies will create the roadmap for success. In <br />addition to addressing strategies for recruitment of new business, it also recognizes that <br />retention and growth of existing businesses must be a focal point. <br />The work of the subcommittee In draft form will be reviewed by the full EBDA Board. <br />The EBDA Board, at their discretion, may wish to also provide the draft to the City <br />Manager, and Council Representative for further input. Subcommittee members have <br />discussed the possibility of reaching out to other entitles for input, including, but not <br />limited to, specific developers, Washington Department of Commerce, Yakima Economic <br />Development, and the like. <br />The flnal report will be presented to the Ellensburg City Council upon completion and <br />will be reviewed on an annual basis or as needed. <br />Phase I is to be completed by March 31, 2018. <br />Phase II <br />Phase II begins plan implementation with defining strategies for both business <br />retention/expansion and new business recruitment. <br />As of January 2018, there are 1,400 registered businesses located within the city limits <br />{200 in the downtown core). A comprehensive analysis of existing entities to determine <br />type, current workforce, and location is needed so there is a data--drlven understanding <br />of the existing businesses in Ellensburg. An action plan to connect with the existing <br />businesses could include a su,vey, one-on-one interviews, focus groups, and/or fac11ity <br />tours with larger employers. Toe goals for collection of this information is to assess how <br />the EBDA currently assists businesses and how it could further assist with any barriers <br />for expansion as well as to create a place marker for developing growth goals for <br />economic development. <br />The Phase II includes a strategy for new business recruitment focusing on specific <br />people and industries that would complement Ellensburg's current business portfolio, <br />and fit well with its business position, values and quality of life. <br />A key element of this phase includes the creation and maintenance of a robust, <br />searchable Inventory of existing facilities, vacant or underutilized buildings, and
