2018 Docket Enabling Ordinance December 18, 2018 <br />Page 9 <br /> <br />I. The Planning Commission recommended approval of the proposal to the Board of County <br />Commissioners with a vote of 4-0. <br />II. No public testimony for this proposal was received. <br />III. More thought and review is necessary to understand the impacts to the Urban Growth Areas <br />before an exception is allowed. <br /> <br />18-07 Kittitas County Proposal <br />Critical Areas Ordinance Update was removed from the 2018 Annual Comprehensive Plan <br />Docket Process in October 2018 and is being processed as its own amendment outside of the <br />Annual Docket. <br /> <br />18-08 Kittitas County Proposal: <br />Amendment to Title 18 Notice to Title for Code Violations, Exhibit F. <br /> <br />This amendment to KCC 18.02.010(2)(d) would allow Kittitas County to record a notice to title <br />against properties that have code violation where progress has not been made toward compliance and <br />abatement. The notice to title would alert potential purchasers of property that a violation exists <br />through a real estate title search. <br /> <br />The Board of County Commissioners held a public hearing on December 4, 2018 and approved the <br />request as presented by a 3-0 vote, finding that: <br />I. The Planning Commission recommended approval to the Board of County Commissioners <br />with a vote of 4-0. <br />II. Public testimony in favor of this proposal was received. <br />III. The change meets the Growth Management Act and the objectives of the Comprehensive <br />Plan. <br /> <br />18-09 Kittitas County Proposal: <br />Amendment to Comprehensive Plan and Zoning Map, Exhibit G. <br /> <br />This amendment includes the following: <br /> Update Table 2-1 of the Comprehensive Plan to reflect the current land use <br />designations and corresponding zoning classifications with their associated acreages. <br /> <br /> Update Table 8.2.4-1 of the Comprehensive Plan to reflect the current rural land use <br />designations and corresponding zoning classifications with their associated acreages. <br /> <br /> Update PUD zoning designation on zoning map to reflect the approved rezoning <br />ordinances and remove the PUDs from the zoning map that expired at the end of 2017 <br />pursuant to KCC 17.36.090 Extensions and expirations. <br /> <br />o Big Creek Trails: This PUD was approved under Ordinance 2016-24 on <br />December 6th, 2016 and a Final Development Plan was submitted on January <br />25th, 2017, and amended Final Development Plan was submitted on April <br />27th, 2017 and approved on June 20th, 2017 under Resolution 2017-105. The <br />zoning map has been updated to reflect the PUD zoning. <br /> <br />o Black Horse: This PUD was approved under Ordinance 2007-6 on February <br />6th, 2007, and the Final Development Plan was submitted on December 12th,
