Vantage to Pomona Heights Chapter 2 <br />230 kV Transmission Line Project FEIS Proposed Action and Alternatives <br /> PAGE 2-46 <br />GEN-4: To minimize ground disturbance, the alignment of any new access roads or cross country route <br />will follow the landform contours where practicable, provided that such alignment does not cause <br />additional impacts to resource values. Any new access road or cross country route will be approved by the <br />appropriate land manager and/or landowner prior to use. <br />GEN-5: In construction areas (e.g., marshalling yards, structure site work areas, spur roads from existing <br />access roads) where ground disturbance is significant or where re-contouring is required, surface <br />reclamation will occur as required by the landowner or land management agency. The method of <br />reclamation will normally consist of, but is not limited to, returning disturbed areas back to their natural <br />contour, reseeding, installing cross drains for erosion control, placing water bars in the road, and filling <br />ditches. <br />All areas on the BLM, JBLM YTC, and Reclamation lands that are disturbed as a part of the construction <br />and/or maintenance of the proposed transmission line will be drill seeded where practicable with a seed <br />mixture appropriate for those areas, unless an alternative method (e.g., broadcast seeding) is required due <br />to slope or terrain. The BLM, JBLM YTC, and Reclamation will prescribe seed mixtures to fit each range <br />site on their respective ownerships. Drill seeding will be done in late October or November to maximize <br />the chance of success. The agencies may recommend broadcast seeding as an alternative method in some <br />cases. In these cases, seed will be applied at 1.5 to 2.0 times the drill seeding rate when broadcasted and <br />the seed will be promptly covered by methods such as harrowing, raking, or rolling with a culti-packer. <br />A Reclamation, Revegetation, and Monitoring Plan identifying the reclamation stipulations will be <br />developed and incorporated in the final POD. Revegetation monitoring for a designated time period will <br />occur as required by the appropriate land manager and/or landowner. The Reclamation, Revegetation, and <br />Monitoring Plan will be approved by the BLM, JBLM YTC, and Reclamation prior to issuance of their <br />respective authorizations. <br />GEN-6: A POD including specific plans to address resource requirements will be prepared in consultation <br />with the authorizing federal, state, and local agenciesprior to construction being authorized. These plans <br />will detail additional measures required to minimize potential Project impacts on cultural and natural <br />resources and health and human safety. Plans typically include reclamation and re-vegetation of the ROW <br />corridor, resource protection, noxious weed control, dust control, hazardous spill prevention, fire <br />prevention, and stormwater pollution prevention. <br />GEN-7: The POD will outline any required monitoring guidelines for the construction, operation, and <br />ongoing maintenance activities of the proposed transmission line in order to avoid inadvertent impacts to <br />resources. Each authorizing agency may appoint an inspector to oversee construction activities, inspect <br />construction, and determine if environmental protection is being accomplished in accordance with the <br />terms of their authorizing instrument/document including any ROW grant, permit, license, etc., and the <br />approved POD. Pacific Power will conduct a training program to inform their construction crews of all <br />ROW, permit, and other requirements and restrictions relevant to proposed Project construction activities. <br />GEN-8: Prior to construction, all supervisory construction personnel will be instructed on the protection <br />of cultural, paleontological, and ecological resources and invasive species preventative measures. To <br />assist in this effort, the construction contract will address: (a) federal and state laws regarding antiquities, <br />fossils, mineral materials, plants, and wildlife including collection and removal; and (b) the importance of <br />these resources and the purpose and necessity of protecting them. <br />GEN-9: All waste products and food garbage from construction sites will be deposited in covered waste <br />receptacles and removed daily. Garbage will be transported to an approved or designated suitable disposal <br />facility.
