Vantage to Pomona Heights Chapter 4 <br />230 kV Transmission Line Project FEIS Environmental Consequences <br /> PAGE 4-244 <br />• Setback distance, ROW landscaping, shield of visual and aural effects, and integration of the <br />ROW into the neighborhood can significantly reduce or eliminate the impacts of transmission <br />structures on sales prices. <br />• Although appreciation of property does not appear to be affected, proximity to a transmission <br />line can sometimes result in increased selling times for adjacent properties. <br />• Sales-price effects are more complex than they have been portrayed in many studies. Even <br />grouping adjacent properties may obscure results. <br />• Effects of a transmission line on sales process of properties diminish over time and all but <br />disappear in five years. <br />• Opinion surveys of property values and transmission lines may not necessarily overstate <br />negative attitudes, but they understate or ignore positive attitudes. <br />The EPRI (2003) study points out that one of the difficulties in determining the impact of property values <br />is the wide range of methodologies used to measure impacts. Unique project characteristics that need to <br />be taken into consideration when assessing the potential effects of transmission line structures on property <br />values include the type and height of the structures, the distance and view from the potentially affected <br />property, intervening topography and vegetation, the property market, and type of landscape involved.
