Vantage to Pomona Heights Chapter 3 <br />230 kV Transmission Line Project FEIS Affected Environment <br /> PAGE 3-272 <br />3.13.3 Current Management Considerations <br />3.13.3.1 Federal <br />U.S. Environmental Protection Agency, Region 10 <br />The Clean Air Act (CAA), as amended in 1990, requires the USEPA to set National Ambient Air Quality <br />Standards (NAAQS) for pollutants considered harmful to public health and the environment. <br />Bureau of Land Management Instruction Memorandum 2008-171 – Guidance on <br />Incorporating Climate Change into Planning and National Environmental Policy Act <br />Documents <br />This Instruction Memorandum (IM) provides draft guidance on incorporating climate change analysis into <br />management plans and National Environmental Policy Act (NEPA) documents. <br />Bureau of Land Management Oregon IM-2010-012 <br />This IM provides the Bureau of Land Management (BLM) Oregon/Washington State Office guidance on <br />analyzing greenhouse gas emissions and addressing changing climate conditions in NEPA documents. <br />3.13.3.2 State and County Management <br />In the state of Washington, local authorities typically have oversight over air quality; however, within the <br />Project area, air quality is regulated by two local clean air agencies and two regional offices of the <br />WDOE: <br />• YRCAA <br />• BCAA <br />• WDOE Eastern Regional office <br />• WDOE Central Regional Office <br />In the state of Washington, there are both state and national ambient air quality standards. Standards exist <br />for the following pollutants: <br />Carbon monoxide (CO) <br />Lead (Pb) <br />Nitrogen dioxide (NO2) <br />Free particles <10 microns (PM10) <br />Free particles <2.5 microns (PM2.5) <br />Total suspended particulates (TSP) <br />Ozone (O3) <br />Sulfur dioxide (SO2) <br />Each standard requires the pollutants be measured in one of three ways: parts per million (ppm) or parts <br />per billion (ppb) by volume; milligrams per cubic meter (mg/m3) of air, or micrograms per cubic meter <br />(μg/m3) of air. <br />Primary and secondary NAAQS have been set by the USEPA as required by the CAA. The CAA allows <br />states to adopt ambient air quality standards and other regulations as long as they are at least as stringent <br />as federal NAAQS standards. Washington State has established Washington Ambient Air Quality <br />Standards (WAAQS) that apply throughout the state. The YRCAA and BCAA apply WAAQS standards. <br />WDOE maintains air quality monitoring stations across the state to monitor pollutants. Monitoring <br />stations in the Project region are located in Yakima, Ellensburg, Toppenish, Mesa, and Moses Lake <br />(WDOE 2011a). The Yakima monitoring station is located at 402 S 4th Avenue approximately four miles <br />south the Project. Emission inventories for the JBLM YTC from 1995 and 2000 showed that JBLM YTC <br />did not generate sufficient air contaminants to require Title V permitting (U.S. Department of the Army <br />2010).
