In the Project <br />study area and Benton County, these receipts are the number one stable revenue source <br />(intergovernmental revenues were higher in 2014, but tend to vary and are generally outside the control of <br />counties). <br />All real and personal property in Washington is subject to property tax based on 100 percent of its fair <br />market value, unless a specific exemption is provided by law. Property is assessed on January 1 of the <br />assessment year. The Washington Department of Revenue (WDOR) is responsible for levying the state <br />property tax for common schools and the remainder of property tax is levied at the county level. <br />Property tax levies are subject to several statutory and constitutional limits. The "101% levy lid" restricts <br />individual taxing districts to collect a maximum one percent increase over the highest amount collected <br />since 1985 for their regular levy, plus an amount attributable to new construction within or annexations <br />to, the district. This law applies to a taxing district-wide budget and not to individual properties (Revised <br />Code of Washington [RCW] 84.55.010). <br />Benton County Property Valuation and Taxation <br />Benton County total property tax levies have continued to gradually increase since 2005. Including state <br />school taxes, Benton County total property tax levies for 2015 were $191,635,722. Property taxes are also <br />collected by such entities as individual school districts, port districts, fire districts, special taxing districts <br />(e.g., hospitals, water and sewer, mosquito), depending on the location of the subject property.
