As the local <br />economy came out of the recession, in summer months, the number of unemployed was under 13,000 in <br />2014 and 2015 with the lowest unemployment level of 12,355 occurring in September 2014. With the <br />historical unemployed labor force being around 10,000 in the relatively full-employment years of 2006- <br />2007, indicating that even in the relatively busy summer months, there is substantial excess capacity in <br />the local labor supply (WESD 2015a).
