Vantage to Pomona Heights Chapter 3 <br />230 kV Transmission Line Project FEIS Affected Environment <br /> PAGE 3-171 <br />3.7 TRANSPORTATION <br />The U.S. Bureau of Land Management (BLM) has determined that the Final Environmental Impact <br />Statement (FEIS) must analyze impacts for all Action Alternatives that were analyzed in the Draft <br />Environmental Impact Statement (DEIS) and Supplemental Draft Environmental Impact Statement <br />(SDEIS). As was done in the DEIS and SDEIS, this section describes the existing conditions (affected <br />environment) and considers issues related to transportation resources along each Action Alternative, <br />including those raised during scoping. This FEIS section combines the information presented in the <br />January 2013 DEIS and the January 2015 SDEIS, and where appropriate, the information is updated to <br />include newer information and address additional issues raised during review of the DEIS and SDEIS. <br />This FEIS identifies the New Northern Route (NNR) Alternative – Overhead Design Option as the <br />Environmentally Preferred Alternative and has selected the NNR Alternative – Overhead Design Option <br />as the Agency Preferred Alternative. <br />This section primarily considers highways, local roads, and access within the Project study area. Aviation <br />facilities are described in Section 3.4 Land Jurisdiction and Land Use. The regional roadway network in <br />and around the Project study area is managed by Grant County, Kittitas County, Yakima County, <br />Washington Department of Transportation (WSDOT), and the Federal Highway Administration (FHWA). <br />There are no Benton County-managed roads within the Project study area.
