The goals, objectives, and policies pertaining to parks and open space considered <br />are not relevant to the Project. <br />Open space and recreation resources are also covered in the Land Use Element and Rural Lands Sub- <br />Element of the Grant County Comprehensive Plan (Grant County 2006). The following goals and policies <br />pertinent to the Project identified in the plan include: <br />• Goal LU-5: The County should conserve or enhance important natural, cultural, and scenic <br />resources. <br />o Policy LU-5.1: Open space land use designations should: <br /> Enhance recreational opportunities and public access to open spaces. <br />• Goal RU-1: Rural areas should take into consideration both human uses and the natural <br />environment. Encourage rural development that maintains the rural character of the land and <br />protects the land and water environments required by outdoor recreation, and other open <br />spaces. <br />o Policy RU-1.1: Land uses in rural areas that are related to tourism, outdoor <br />recreation, and other open space activities shall be preferred. <br />• Goal NS-9: The County should recognize and protect the functions and values of the <br />shoreline environments of statewide and local significance. For shorelines of state-wide <br />significance, protection and management priorities are to: <br />o Increase recreational opportunities for the public in shoreline areas. (Lower Crab <br />Creek and the east/north side of the Columbia River in the Project study area; see <br />Section 3.4 - Land Use). <br />Grant County PUD recreational lands are currently managed under the new Final Priest Rapids <br />Hydroelectric Project Shoreline Master Plan (SLMP) (Grant County PUD 2010a). Grant County PUD <br />manages the lands and waters of the Priest Rapids Project (Priest Rapids Dam, Wanapum Dam, and their <br />associated reservoirs and transmission lines). The SLMP was submitted to FERC for approval on March <br />2, 2010, an order modifying and approving the SLMP submitted was issued on April 18, 2013 by FERC, <br />and Grant County adopted an updated SLMP in September 2014 (see Section 3.4 - Land Use). One of the <br />purposes of the SLMP is to consider what uses should occur on Grant County PUD lands and it <br />designates classifications and uses which are intended, in part, to preserve and protect lands for future <br />development by the Grant County PUD, government agencies, or individuals. <br />3.5.4 Route Segment Specific Considerations <br />3.5.4.1 Route Segment 1a/NNR-1 <br />Route Segment 1a/NNR-1 is located in a low density residential area. There are no recreation areas or <br />significant recreational activities occurring along Route Segment 1a/NNR-1. Refer to Table 3.5-3 for a <br />summary of recreation activities occurring in the Project study area. <br />3.5.4.2 Route Segment 1b <br />Route Segment 1b is located in a restricted area of the JBLM YTC. Private hunting opportunities exist <br />adjacent to the route segment on private lands. <br />3.5.4.3 Route Segment 1c <br />The primary recreation activity occurring in this area is private land hunting. DNR state trust lands are <br />crossed for one mile on the west end of the route in the Blackrock designated elk hunting area (WDFW <br />2011).
