Vantage to Pomona Heights Chapter 3 <br />230 kV Transmission Line Project FEIS Affected Environment <br /> PAGE 3-139 <br />examples of uses that are appropriate in a Rural Conservancy shoreline designation include low- <br />impact, passive recreation uses, water-oriented commercial development, and low-intensity <br />residential development. <br />• Public Recreation Conservancy: The purpose of the “Public Recreation Conservancy” shoreline <br />designation is to provide continued and enhanced recreational opportunities while protecting <br />shoreline ecological functions, conserve existing natural resources and valuable historic and <br />cultural areas in order to provide for sustained resource use, and achieve natural floodplain <br />processes where applicable, recognizing many of the functions in these areas in Grant County are <br />a result of the Reclamation’s Columbia Basin Project. Examples of uses that are appropriate in a <br />Recreation Conservancy shoreline designation in addition to Columbia Basin Project and <br />irrigation district facilities and operations include public lands with low impact recreation uses <br />and water-oriented commercial development. <br />• Recreation: The purpose of the “ Recreation" environment is to provide for water-oriented <br />recreational uses with some commercial uses and residential mixed-uses to support recreational <br />uses while protecting existing ecological functions, conserving existing natural resources, and <br />restoring ecological functions in areas that have been previously degraded. <br />• High Intensity – Public Facility: The purpose of the "High Intensity—Public Facility" <br />environment is to provide for higher intensity public facility utility or infrastructure that needs <br />shoreline location for operation and that are associated with high-intensity water-oriented power <br />generation, irrigation water supply conveyance, transportation, or navigation uses. This <br />environment may also provide for some recreational uses while protecting public safety, existing <br />ecological functions, conserving existing natural resources, and restoring ecological functions in <br />areas that have been previously degraded. <br />3.4.4 Route Segment Specific Considerations <br />Table 3.4-9A summarizes land use and jurisdiction along Route Segments 1a/NNR-1 through 3c. <br />Table 3.4-9B summarizes land use and jurisdiction along Route Segments NNR-2 through NNR-8 and <br />MR-1. <br />3.4.4.1 Route Segment 1a/NNR-1 <br />The existing land use along this route segment is low-density residential. The route segment crosses 2.4 <br />miles of residential use areas. A total of 25 residences are within 500 feet of this route segment, but 67 <br />residences are within 1,000 feet. This route segment crosses only private land. A total of 33 parcels <br />owned by 24 private land owners are crossed. The route segment is located entirely in Yakima County. <br />The route segment crosses Sage Trail Road near Pacific Power’s Pomona Heights Substation south of the <br />substation. The route segment parallels Pacific Power’s Pomona-Wanapum 230 kV transmission line <br />behind residences located on Sage Trail Road, and joins Sage Trail Road and an existing Pacific Power <br />electrical distribution line located generally on the south side of Sage Trail Road. The route segment <br />would follow the existing distribution line and continue to the southwest corner of JBLM YTC. <br />No agricultural areas or PLSS sections containing CRP lands are crossed by Route Segment 1a/NNR-1, <br />but prime farmland is crossed for 0.1 mile and unique farmland is crossed for 1.8 miles. <br />This route segment is located adjacent to land zoned as “Remote Rural/Extremely Limited Development” <br />and “Valley Rural.” This route segment would cross the Pacific Power Pomona-Wanapum 230 kV <br />transmission line just east of Shotgun Lane.
