Vantage to Pomona Heights Chapter 3 <br />230 kV Transmission Line Project FEIS Affected Environment <br /> PAGE 3-113 <br />Local <br />Counties which administer lands in the Project study area include: <br />• Yakima County <br />• Grant County <br />• Kittitas County <br />• Benton County <br />Other Agencies <br />Other quasi-public agencies which operate additional local irrigation facilities in cooperation with <br />Reclamation, but not directly owning or managing land in the Project study area include: <br />• Roza Irrigation District <br />• South Columbia Basin Irrigation District <br />Yakima County <br />Yakima County is the second largest county in the state by area. The county is bordered by Benton and <br />Grant counties to the east; Klickitat County to the south; Skamania, Lewis, and Pierce counties to the <br />west; and Kittitas County to the north. The City of Yakima, located in proximity to the western part of the <br />Project study area, is the county seat. The southern part of the Army’s JBLM YTC is located in the <br />northeast part of the county. Route segments of the proposed Project are generally located in the central <br />part of the county between State Route (SR) 24 and the southern and eastern boundaries of JBLM YTC. <br />Grant County <br />The fourth largest county in the state, Grant County, is approximately 2,675 square miles in area and is <br />bordered on the west by Douglas and Kittitas Counties, on the south by Yakima and Benton counties, on <br />the north by Okanogan County, and on the east by Adams County. The Columbia River flows in a deep <br />valley along the west and southwestern boundary of the county. The City of Ephrata located outside of the <br />Project study area in the central part of the county is the county seat. The proposed Project is located in <br />the Mattawa farming area, Wahluke Slope, and Crab Creek area of Grant County on its southern end. <br />Prominent features in the Project study area include the Saddle Mountains, Lower Crab Creek, and <br />Wahluke Slope. The Wahluke Slope is a highly productive agricultural area of cultivated irrigated <br />farmland south of the Saddle Mountains and north and east of the Columbia River. Saddle Mountains is a <br />BLM-managed area with a number of allowable uses, including grazing, high voltage transmission line <br />right-of-way (ROW) corridors, and recreation. Lower Crab Creek is a waterway that drains into the <br />Columbia River that provides riparian habitat and is part of the WDFW-managed Columbia Basin <br />Wildlife Area. <br />Benton County <br />Benton County is home to the U.S. Department of Energy’s (DOE) Hanford Site and well as parts of the <br />Hanford Reach National Monument. The City of Prosser, located outside of the Project study area in the <br />west-central part of the county, is the county seat. Route Segment 3c is located in a small unpopulated <br />area of the northwestern corner of Benton County. <br />Kittitas County <br />Kittitas County is located at the geographic center of Washington State. Route segments of the NNR <br />Alternative, including the Manastash Ridge (MR) Subroute, and Route Segment 3b are located in <br />southeastern Kittitas County south of Interstate (I) 90. The City of Ellensburg, located outside of the <br />Project study area in the central part of the Kittitas County, is the county seat.
