State and local government officials, and with groups of potential users. <br />The WSHP Authority is a non-profit corporation that was authorized by the Washington <br />State Legislature in 1995 under the provisions of Trtle 67 RCW 67.18. The seven <br />member Authority Board of Directors is appointed by the Governor of the State of <br />Washington and is granted broad authorities to "develop, promote, operate, manage, <br />and maintain" a horse park facility. We believe the most effective organization structure <br />to accomplish these key functions is: (1) for the Directors to establish a non-profit <br />corpora~ion with IRS Code 501.C.3 tax status so that it can receive tax free donations, <br />(2) for the corporation to contract in the private sector for the services of a professional <br />manager experienced in the establishment and operation of equestrian facilities, and <br />(3) to assign that professional manager the responsibility and authority, subject to <br />appropriate Board review, for the development, promotion, operation and maintenance <br />of the horse park. facility. <br />The professional manager, who would no~ be an employee of the State of Washington, <br />Would be responsible to monitor the construction of the improvements, to prepare a <br />budget to be approved by the Board for the operation of the facility, and to manage the <br />marketing and operations of the horse park facility. These responsibilities would <br />include hiring and managing employees (who would also not be employees of the State <br />of Washington) and negotiating directly with private sector suppliers of goods and <br />services to conduct the operations of the horse park facility. Based on our contacts <br />with horse park facilities In other states and with other authortty-controtled activities <br />within the State of Washington, it has consistently been pointed out that the flexibility, <br />time respohsiveness, and cost savings available by not being required to operate with <br />empJoyee regulations of the State of Washington and not being required to go through <br />the State purchasing system are significant and may be essential to the ability of the <br />Horse Park to achieve. financially self-supporting c;,perations in the early years. <br />47
