BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION <br /> <br />NO. 2018-______ <br /> <br />RESOLUTION IMPLEMENTING PREVIOUSLY PASSED RESOLUTION 2017-007 <br />AND AMENDING RESOLUTION 2018-172 AWARDING FUNDING FOR HOMELESS <br />AND AFFORDABLE HOUSING GRANT #HH-AH-2018-05-SPURLING PLACE <br /> <br /> <br />WHEREAS: The Kittitas County Board has previously enacted Resolutions #2017-007 <br />and #2018-172 Authorizing Allocation of Funds Toward the Spurling Court Housing <br />Project (now known as “Spurling Place”) in the amount of $500,000 (Five Hundred <br />Thousand Dollars); and <br /> <br />WHEREAS: this Amendment is necessary to reflect the intent of the County and <br />HopeSource as to the legal structure of the entities engaged in implementing the project; <br />and <br /> <br />WHEREAS: This Resolution is intended to amend Resolution #2018-172 to implement <br />the provisions of Homeless and Affordable Housing Grant # HH-AH-2018-05 as revised <br />to include an “Exhibit A” effective November 16, 2018, a copy of which is attached <br />hereto and incorporated by reference; and <br /> <br />WHEREAS: The County Board has concluded based upon the terms of Affordable <br />Housing Grant # HH-AH-2018-05 that this is not an advance disbursement of funds, but <br />a disbursement to be applied to expenditures already made; and <br /> <br />WHEREAS: This expenditure is to be made from the funds collected for Affordable <br />Housing pursuant to RCW 36.22.178 and Homeless Housing Assistance pursuant to <br />RCW 36.22.179/.1791; and <br /> <br />WHEREAS: Funding was to be made available starting November 19, 2018 upon <br />approval of resolution 2018-172; and <br /> <br />WHEREAS: The project application sets aside up to 50% of the units for the homeless <br />as described in the above referenced “Exhibit A”; and <br /> <br />WHEREAS: The Grant amount is far less than 10% of the anticipated project cost; and <br /> <br />WHEREAS: The Kittitas County Auditor’s Office has advised this Board as to the <br />resources available from the funds created by RCW 36.22.178, .179, and .1791, <br /> <br />NOW, THEREFORE BE IT RESOLVED: That the Kittitas County Board of <br />Commissioners hereby again approves allocation of the sum of $500,000 (Five Hundred
