Because Kittitas County is far smaller and less economically interlinked than is the <br />combined Kft itas-Yakima area (about 10% of the combined county population or <br />income), a yet smaller multiplier is appropriate. Accordingly, based upon a number of <br />studies that correlate multipliers to -size of place, an earnings multiplier of 1.15 was <br />used for Mites County impacts in this horse park analysis. A multiplier of 2.48 was <br />used for the State measures. Another means of stating the jobs multiplier is in terms of <br />the number of jobs created per million dollars of direct expenditures. This jobs <br />multiplier takes Into account both indirect and Induced effects. In other horse park <br />studies these jobs multipliers range from 16 to 45 jobs created per million dollars of <br />direct expenditures. We have used 17 for the county component and 20 for the state <br />component both conservative figures. Although the magnitude of these multipliers may <br />eppear to be very conservative, it must be remembered that K'rttitas County Is a very <br />small and unlinked economy. <br />Direct Impacts: Two categories of d1n3d expenditures were Input into the model: Direct <br />expenditures incurred in the operation of the horse park and the direct expenditures of <br />show participants and spectators. As for direct expenditures arising from operations of <br />the horse park, only a small percentage of these expenses will impact the local area, <br />due to the lack of local sourcing of many of these expenditures. As many of these <br />goods and services will be purphased within the State, however, a higher proportion of <br />expend"Rures shown -on Line 1 of Table 8 are "margined" into direct expenditures for the <br />state-wide component of the model. After considering availability of sources, 48% of <br />total operating expenditures were considered to be local and 90% were used in thq <br />state-wide component As the 48% local expenditures are included in the state's 90%, <br />this means that 10% of direct expenditures went outside the state. <br />Direct expenditures of show participants and spectators was calculated from the <br />number of horses, based upon the fallowing assumptions. 3 persons per horse and <br />40 <br />
