Last but not least, members of the Park's Authority Board serve in a variety of important roles at the State and County levels: Senator Judy Warnick and Representative Tom Dent ensure the Park's projects and operations are connected as needed with State agencies and resources; Steve Brand serves on the Board as the representative from the State Parks and Recreation Commission; Victor Woodward is the Park's Advisory Board representative on the Consolidated Kittitas County Lodging tax Advisory Committee; and Mitch Williams serves on the Technical Review Team for the new Lodge Tax Large Capital Pmjects program. In addition, the Horse Park's Executive Director participates in the County Chamber's Tourism Committee, and coordinates with local businesses and community leaders to expand tourism opportunities in the County. Attracting new visitors to the Horse Park will create opportunities for a positive first impression of the local community that can build tourism loyalty and word-of-mouth interest in the area as the rightful gateway to recreational pursuits. The full realization of the Horse Park's potential economic impact will rely heavily on the ability of the City of Cie Elum, the Town of South Cle Elurn, and City of Roslyn to continue to develop acceptable, attractive lodging and tourism experiences for visitors of the Horse Park. The chart below summarizes the user metrics and economic impact of the Horse Park from 2014 to date and projected forward to 2022. From 2014-17 the measurement process includes gathering zip codes from all Park users, on-site surveys, the Dean Runyan Report provided by Washington Tourism Alliance, and discussion with event organizers. (This exhiffi t only includes event visitors and not recreational riders who are far less numerous and largely local.) For events, the number and zip codes for all participants are supplied by each event organizer; this base data is then multiplied by 1.5 to 3 depending on the type of group to project total attendees [Central Washington University conducted an economic study in 2006 of over 40 horse parks across the country. The CVM findings estimate 3 people (including trainers, grooms, firmly, spectators, staff, volunteers, vendors, etc.) attend an event for each horselparticapant, and that assumption seems reasonable for many groups based on our experience managing the Park to -date.] This chart reflects strong but slowing growth because our largest shows have reached the capacity of the Park until we add more arena space, our limited ability to attract more events without a covered competition arena, and a short operating season from May -September due to the risks of bad weather. However, we've been gratified to find that just the anticipation of a covered arena coming soon has sparked renewed interest in the Park and brought in a few new events. The chart also projects the measurable objectives and economic impact of the Park, with significant increases expected to occur in 2020 and beyond due almost exclusively to completion and impacts of the Covered Arena and Associated Build Out.
