Indicate Kthe project is consistent with the following applicable state, regional and local plans <br />and prioritization processes: <br />X Overall Economic Development Plan — Officially ,adopted; June 2013 <br />Yakima and Kittitas (&-Yak) Counties Regional Comprehensive Economic Development Plan is <br />dated June 1, 2013. The Washington State Horse Park is one of 11 ventures noted on page 42 <br />under Strategic Projects — Key Investments and Projects Supporting a Strong Regional <br />Economy as having "helped boost the region's economic fortunes." <br />X Comprehensive Land Use Plan — Officially Adopted: 2006 <br />The City of Cle Elum Comprehensive Land Use Plan was adopted in 2006. The Horse Park is <br />noted within the City's Urban Growth Area ((JGA) and is listed specifically on page 10 of <br />Chapter 2, Table -4 "Proposed Land Use" in the inventory of active parks. The complete report is <br />available from the Kittitas County Chamber of Commerce office in Ellensburg. The report lists <br />Rec reahonal Tourism as the third strategy for economic growth. Working closely with. EDG, the <br />resulting "Strength -Weakness -Opportunities -Threats (SWOT) Report lists "Build on recreational <br />tourism opportunities in the county and surrounding region„ as Goal 3 (of 6). `Tourism should be an <br />essential component of any economic development plan for a region with Kittitas County's <br />transportation access and natural features." The long-standing annual Ellensburg Rodeo and Kittitas <br />County Fair are listed as examples because each meets the standard of being a "mechanism for <br />capturing retail sales dollars " <br />X Other: Kittitas County Parks and Recreation Open Space/Capital Improvement Plan (CEn <br />OfllciaRy Adopted 2016 <br />The WA State Horse Park Covered Arena and Associated Buildout is listed as a High Priority <br />strategic objective of the plan, approved by the Kittitas County Board of Commissioners in 2016. <br />(Exhibit Il, attached) <br />X Other: Kittitas County Tourism Infrastructure Plan—Officlally Adopted March 2016 <br />Authored by the Consolidated Lodging Tax Advisory Committee, which represents all four Lodging <br />Tax Advisory Committees m the County (Council Member Spears served, representing the City of <br />Cle Elam Lodging Tax Committee) this planning process included multiple public workshops and <br />forums in Cle Blum and Ellensburg, on-line and hand -back surveys of over a thousand tourists, and <br />meetings with local recreational groups. Adopted in March 2016 by the Board of County <br />Washington State Horse Park Distressed County Sales and Use Tax Grant Application pg8/25 <br />
