The covered arena has always been part of the Horse Park's development master plan, and the City of Cle <br />Hlum Master Plan. <br />The Washington State Horse Park Covered Arena promotes the following goals and priorities of the <br />Kittitas Comity Tourism Infrastructure Plan (see Exhibit 1): <br />Goal 1: Develop integrity of place—This project will enhance Kittitas County's character by <br />developing and improving the venue in distinctive ways to differentiate Kittitas County from other <br />areas and to engender local community pride. In addition to bringing international caliber <br />competitions to the area, many equestrian event organizers have expressed their strong interest in <br />holding some of their large shows at a different, more modem and conducive venue. This market <br />opportunity represents approximately 40 new and expanded medium -to -large size competitions that <br />potentially could be hosted at the Horse Park. Local economic impact is estimated at $4.5 to S5.5 <br />million. <br />• Goal 11: Interpret interactively—The WA State Horse Park Covered Arena and Associated Build -out <br />will attract and engage a unique segment of visitors, representing some 25-34,000 overnight stays. <br />These visitors will learn about other recreational assets of Kittitas County, thereby gaining a richer <br />experience and helping residents develop pride in their locale. The Park's beautiful woodland setting, <br />system of trails, competition facilities and horse -specific operations make it a unique facility in the <br />county and the state. <br />■ Preliminary Engineering Phase: <br />Estimated Start Date: Site Preparation/Engineering 2016 Estimated End Date: 2019 <br />Please explain phase status (work already completed, in progress, awaiting funding, ete. and <br />factors that may slow phase progress). <br />In 2016, funded by a Distressed County Sales and Use Tax Infrastructure Xmprovement <br />Program grant of $60,000, project design and engineering began and this preliminary phase is now <br />completed. Working with affected horse community leaders and a professional design consultant, <br />Park management invested significant time and attention to defining the right location and overall <br />specifications for the covered arena. Preliminary engineering and cost estimates of the steel structure <br />were developed by a nationally known manufacturer. The arena location is depicted as `Arena 1" on <br />the attached Master Plan. <br />4. Right of Way Phase: <br />Is It Required? Yes: X No: <br />Please explain phase status (work already Completed, in progress, awaiting finding, etc., and <br />factors that may slow phase progress). <br />The WA State Horse Park has engaged in talks with New Suncadia LLC to obtain an 8 -acre parcel for <br />the purpose of additional parking at the site. The estimated cost of the land is $150,000 included in <br />the project cost.
