Utililies <br />GPO 6.20 Trespass on utility easements shall be discouraged. and any other easement rights shall <br />be acquired under nonnal lawful procedmes. <br />GPO 6.21 Avoid, where possible, routing major electric transmission lines above 55 kV through <br />urban areas. <br />GPO 6.22 To review the placement and appropriateness of utilities <br />GPO 6.23 Kittitas County reserves the right to review all applications for utilities placed within or <br />through the County for consistency with local policies, laws, custom and culture <br />GPO 6.24 To reduce the risk of accidents caused by haz.ardous liquid pipelines, natural gas lines, <br />sewer lines and other potential haz.ardous materials, which are conveyed both above and below <br />ground. <br />GPO 6.25 Kittitas ColDlty will address haze:Jdous liquid pipelines, natural gas lines, sewer lines <br />and other potentially huardous materials 1hrough the County's development regulations. The <br />development regulations shall include the specific addition or restriction of these and associated <br />uses as well as the possible adoption of perfonrumce standards for siting, maintenance, and <br />monitoring. These performance standards should include best management practices. <br />GPO 6.26 Kittitas Cmmty recognizes reclamation irrigation districts within Klttitas County as <br />utilities. Kittitas County also recognizes smaller private and cooperative irrigation water <br />providers, including but not limited to: <br />• Westside Irrigation Company <br />• Taneum Ditch Company <br />• Bull Ditch Company <br />GPO 6.27 Kittitas County recognizes that some county easements and rights-of-way provide <br />cummt and historic water conveyance. Kittitas County also recognizes the damage done to <br />roadways by some of these conveyances. Kittitas County will allow current conveyances where <br />properly maintained and operated but will assume no liability or responsibility for delivery of <br />irrigation water, including maintenance of ditches, unless conducive to good roadside <br />management practices. New irrigation conveyances may be installed within the county easement <br />or right-of-way, but must be separated from the county roadside ditch. <br />GPO 6.28 It is the position of Kittitas County that it is inappropriate for utilities to over or <br />underbuild other utilities. A specific example of such requirements may be found in RCW <br />35A.14.900 and other state law. <br />GPO 6.29 Kittitas County encourages the extension of utilities to major industrial developments, <br />as referenced in Chapter Two, Section 2.5 Major Industrial Developments. <br />GPO 6.30 Utilities may be extended to serve a Master Planned Resort or Fully Contained <br />Community, which is approved pursuant to County Comprehensive Plan policies and <br />development regulations, so long as all costs usociated with utility and service extension and <br />capacity increases directly attributable to the MPR or Fully Contained Community are fully borne <br />Kittitas County <br />Comprehensive Plan 6-4 <br />December 2016
