Chapter 6. Utilities <br />6.1. Introduction <br />The Kittitas County Comprehensive Plan utilities element shall, at minimwn, consist of the <br />general location, proposed location, and capacity of all existing and proposed utilities, including <br />but limited to, electrical lines, telecommunication lines and natural gas lines. Existing and <br />updat.ed maps of all utilities in Kittitas County ere maintained by the County Geographic <br />Information Systems (GIS) to meet the requirements of the Utilities Element as outlined in RCW <br />36.70A.070. <br />Glossary of Terms <br />Utilities-means the supply. treatment and distribution, as appropriate, of domestic and irrigation <br />water, sewage, storm water, natural gas, electricity, telephone, cable television, microwave <br />transmissions and streets. Such utilities consist of both the service activity along with the physical <br />facilities necessary for the utilities to be supplies. Utilities are supplied by a combination of <br />general purpose local governments as well as pdvate and community based orgaoi7Jlf:ions. <br />Municipal Services-are those services in keeping with and/or required in incorporated cities and <br />urban growth areas such as, but not limited to, centralized sewage collection and treatment, public <br />water systems, urban street infrastructure, power and stonn water systems, emergency services, <br />libraries, schools, and government. <br />Regulalory Authority: The primary regulatory agency for most utilities in Washington State is the <br />Washington Utilities and Transportation Commission (WUTC), a state agency. The WUTC <br />ensures that safe and reliable service is provided to customers et reasonable rates. The <br />Commission regulates the rates and charges, services, facilities, and practices of most of <br />Washington's investor-owned gas, electric and telecommunication utilities.
