including countdown and accessible signals; signage; street furniture; <br />bicycle parking facilities; public transportation stops and facilities; <br />transit priority signalization; traffic calming devices such as rot-..ary <br />circles, traffic bwups , and surface treatments such as paving blocks, <br />textured asphalt, and concrete; narrow vehicle lanes; raised medians; <br />and dedicated transit lanes. <br />10.36.040 Goals to Foster Partnenbips. <br />It is a goal of the city of CJe Elum ro fo er partnerships with all <br />WasWngton State transportation fundjng agencies including the <br />Washington State Department of Transportation (WSDOn, the <br />Federal Highway Administration, Kittitas Couoty , Cle Elum-Roslyn <br />School District. citi.zens, businesses. interest groups. neighborhoods, <br />and any funding agency to implement the complete streets ordinance . <br />10.36.050 Best Praclice Criteria. <br />The mayor or designee shall ntodify develop and ~OJ)t policies, <br />design criteria, standards and guidelines based upon recogniz.ed best <br />ptactit-es in street design, construction , and operations including but <br />not limited to the latest editions of American Association of State <br />Highway Transportation Officials (AASHTO). Institute of <br />Transportation En · neers (ITE) and National Association of City <br />Transportation Officials (NACTO) while reflecting the cont xt and <br />character of the surrounding built and natural environments and <br />enhance the appearance of such. <br />10.36.060 Performance Standards. <br />The city of Cle Elum shall put into place penormance standards with <br />measurable benchmarks to continuously evaluate the complete <br />stree ordinance for S\lCCCSS and opportunities for improvement <br />Performance standards may include transportation and mode shift, <br />miles of bicycle facilities or sidewalks, public participation, nwnber <br />of ADA accommodations built, and number of exemptions from this <br />policy approved. <br />Section 2. SeveJ'Bbilit)'.. Should any portion of this Ordinance, or its a,pplication to any <br />person or circumstance, be declared unconstitutional or otherwlse invalid for any reason, such <br />decision shall not affect the validity of the remaining portions of this Ordinance or its application to <br />other persons or circumstances. <br />Section 3. Effective Date. This Ordinance shal l be published in th official n~,wpaper of <br />the Ci ty, and shall take effect and be in full force five (5) days after the date of pub lication. <br />-3-
