private development is not promotable as the infrastructure systems are unreliable in the First Street
corridor.
Capacity cons1raints are not the only scheduling pressure on the improvements for the First Street
corridor. '.file proposed First Street $tormwater Improvements (Phase Two) must be installed before
WSDOT .completes their scheduled First Street (SR 903) Paver project, scheduled in Spring of 2022.
If WSDOT completes paving activities before the stormwater improvements are installed, a five-
year roadway moratorium will occur, prohibiting the City from construction within the roadway
prism, further delaying an economically and physically revitalized downtown.
9. Dncrtba any faaalblllty or prwdavalopmant atudle• that demonat..-te the linkage between the proposed
Dlstreaaad County lnfraetructura Improvements and the anticipated economic autcomea.
Conceptual plans and studies have been prepared for Cle Elum~s downtown conidor over the past 20
years to improve traffic flow~ optimize parking, and build a pedestrian-friendly environment The
latter has always been a focal point to enhance Cle Elum's tourism experience. The plans. also
addressed the need for improvements to storm.water facilities throughout the City, Past plans and
studies continually lost momentum as the City's limited budget restricted possibilities for advancing
forward without financial assistance. With procurement of grants in excess of $1.5 million in 1.5
years, Cle Elwn residents and business owners have acknowledged the reality of the downtown
revitalization truly coming to fruition. The rigoroUB planning process discussed in question 7
included feasibility analysis of design alternatives, followed by adoption of the preferred alternative
by City Council. Though the .planning process did not include a• market study and potential
economic outcomes following completion of the revitalization, compa, risons were made to many of
the eastern Washington neighboring communities implementing main street revitalizations, with
overwhelming positive results. Eastern Washington examples of economic revitalization resulting
from revitalized Main Streets/downtowns include Grandview, Sunnyside, and Yakima, Washington.
The consultant team contracted by the City (HLA and HBB) led these three efforts, including the
award-winning Grandview "Alive" Downtown Revitalization where over twenty store fronts were
vacant prior to the project, and today, one store front stands vacant in the thriving community.
10. Indicate If other needed infrastructure (e.g .• sawer, water, power) Is in place or If there Is a plan for getting
It In place.
The First Street Downtown Revitalization project as a whole was strategically planned to address
underground facilities during or prior to sidewalk and street improvement project phases. Phase
Two -First Street Stormwater Improvements is funded in total and will be completed as part of the
First Street Stormwater and Billings Avenue Intersection Improvements. Undergrounding of power
and other dry utilities will also be included in the storm.water project to isolate trench excavation
needs to one instance. The City's sewer and water systems are already in place and will not require
any modifications.
As previously mentioned, the proposed stoJlilwater improvements along the entire corridor must be
installed before WSDOT completes the First Street (SR 903) Paver project, scheduled for the Spring
of 2022.
11. Indicate the Estimated Number of Bualneua Create atalned the Project. A
Assumptionl/Justlficatious/Metbodoloey/Calculatio
The City, many community members, and various organizations have realized the importance of
tourism in Cle Elum and the positive affect it has on the current and future businesses. Constructing
a safe and efficient stonnwater system in harmony with the street and sidewalk infrastructure
systems is one of the first steps in creating a flourishing downtown.
12
