This process has included several public fonnns, gathering numerous
public comments and overwhelming support from the community, downtown businesses, and
downtown building owners, as well as the Washington State Department of Transportation, Puget
Sound Energy. the Chamber of Commerce, and County Commissioner Laura Osiadacz.
The Commission participated in the June 6th Council/Commission Study Session event where an
informative presentation by HLA, HBB, and City Staff resulted in constructive discussion of
conceptual plan details.
During our regularly scheduled meeting on June 20111, a large audience attended with requests to
provide comment, which included a few concerns we feel will be addressed during the Preliminary
Engineering Design Phase of the Downtown Revitalization process. The design phase would
include details such as driveways and individual block configurations, among many other
considerations, and would work with building and business owners to accommodate where possible.
The current recommendation is the adoption of a conceptual plan that ·will guide the specific design
of the core downtown area which the Commission feels wilt be economically revitalized u a result,
and which wilJ lead to a safer walkable downtown to be enjoyed by our community and visitors
well into the future.
In light of this thorough process and infonnation presented to the community. the Commission, and
the Council it is the recommendation of the Planning Commission that the Council adopt the
Downtown Revitalization Plan Preferred Alternative as presented by directing the Mayor to sign
Resolution 2017-011.
Respectfully,
Kerry Clark
Planning Commission Chair
