KITTCOM'S GOVERNING AGREEMENT <br />AMENDMENT #2 <br />This Second Amendment to Kittcom's Governing Agreement (hereinafter this "Second <br />Amendment"), is made and entered into this eighteenth (18 th ) day of October, 2018 by and <br />between KITTCOM (Kittitas County 9-1-1), hereby referred to as KITTCOM and Kittitas <br />County, the participating incorporated municipalities of Kittitas County, the participating Kittitas <br />County Fire Protection Districts, and the Kittitas County Hospital District Number 2 , hereby <br />referred to collectively as AGENCIES and each individually as an AGENCY, who are <br />signatories to this Agreement. <br />WHEREAS, on January 1, 2004, the parties entered into an Interlocal Agreement titled <br />"Kittcom's Governing Agreement" establishing KITTCOM, a separate public agency and <br />consolidated public safety communications center created for the purpose of providing <br />communication and dispatch services for public safety and emergencies in the participating <br />incorporated and unincorporated areas of Kittitas County; and <br />WHEREAS, pursuant to the Interlocal Agreement, as further provided in Section 17 of the <br />Agreement, the Agreement may be amended at any time by the majority action of the <br />Administrative Board and ratified by a majority of the legislative bodies of all parties to the <br />agreement; and <br />WHEREAS, the parties desire to amend section 3(A) by increasing the number of board <br />members to serve on the Administrative Board from seven (7) members to eight (8) members; <br />and <br />WHEREAS , the parties desire to amend section 3(A)(5) by removing Kittitas County Fire <br />District Number 8 from the Administrative Board since they merged with King/Kittitas County <br />Fire District 51 ( also known as Snoqualmie Pass Fire & Rescue) and no longer exist as Fire <br />District Number 8; and <br />WHEREAS, the parties further desire to amend section 3(A)(5) removing Fire District Number 2 <br />(also known as Kittitas Valley Fire & Rescue) so it may be included as a standalone member <br />rather than included with the other fire districts; and <br />WHEREAS, the parties desire to add section 3(A)(6) which shall read: One Commissioner to be <br />chosen by Fire District Number 2; and <br />WHEREAS, section 3(B) must consequently be amended by increasing the number of board <br />members qualifying as a quorum from four (4) members to five (5) members to account for the <br />additional member created by Fire District Number 2; <br />NOW, THEREFORE, in mutual consideration of the terms and conditions hereinafter set forth <br />and those contained in the Agreement, it is hereby agreed as follows: <br />1.
