A public involvement strategy. <br />£ Assurance that the environmental and public health and safety are protected. <br />GPO 5.31 County, Regional, State and Federal Facilities. Essential public facilities, which are <br />identified by the County, by regional agreemerrt, or by State or Federal governmerit, may be <br />subject to local approval by the County and each municipality in the County. <br />GPO 532 Ensure public involvement when siting of essential public facilities through the use of <br />timely press releases, newspaper notices, public information meetings, and public hearings. <br />M 5.33 Consistea,y vrith Compret+.ensive Plan. The County may develop and adopt regulations <br />that ensure that the facility siting is consistent with the adopted County comprehensive plan, <br />including: <br />a The future land use map. <br />b. The Capital Facilities Plan Element and budget. <br />c. The Utilities Element. <br />d. The Transportation Element. <br />e. The Dousing Element. <br />f. The Rural Element. <br />g. The Economic Development Element <br />h. The comprehensive plans of adjacent jurisdictions that may be affected by the facility <br />siting. <br />i. Regional general welfare considerations. <br />GPO 5.34 Siting of Public Facilities Outside of UGAs. Essential public facilities sited outside of <br />urban growth areas must be self-supporting and not require the extension, construction, or <br />maintenance of urbsu services and facilities. <br />GPO 5.35 Coordination. The County's policies and regulations on facility siting may be <br />coordinated with and advance other planning goals including, but not necessarily limited to, the <br />following: <br />& Promotion of economic development and employment oppordmities. <br />b. Pmiection of the environment. <br />c. Positive fiscal impact and on-going benefit to the host jurisdiction. <br />d. Serving population groups needing affordable housing. <br />e. Receipt of financial or other incentives from the State and/or other local governments. <br />E Fair distribution of such public facilities throughout the County, <br />g. Requiring State and Federal projects to be consistent with this policy. <br />GPO 5.36 Provide adequate public facilities to urban growth areas. <br />GPO 5.37 Urban Growth Areas. The County and each municipality in the County shall designate <br />urban growth areas and encourage adequate public facilities and services concurrent with <br />development. <br />GPO 5.38 Levels of Service.
