This review would occur as part of a local governments <br />docket or Cornprehensive Wan review process. <br />Siting Public Facilities <br />'1 hm are types of public facilities that cannot be located in rural arses of the County, but must <br />remain in the City or Urban Growth Arm (UGA). These include new municipal urban public <br />facilities for residenfud development such as sewage collection and trwtrnerrt, urban street <br />infrastructure, and storm water collection facilities. The County, may coordinate planning and <br />development of public facilities in UGAs with municipalities and public facility providers by <br />entering into intorlocairoint planning agreements, contracts, memorandums of understanding or <br />joint ordinances. <br />Capital facilities and utDities may be constructed and operated by outside public service providers <br />on ntral properties if they are within the boundaries of a. Master Planned Resort (MPR), <br />LA1MM, or Fully Contained Community which is approved pursuant to County Comprehensive <br />Plan policies and development regulations. Electric and natural gas transmission and <br />disc nImflon facilities may be sited throughout Kittitas County both inside and outside of <br />municipal boundaries, UGAs, MPRs, L M M% and Fully Contained Communities. <br />The County will coordinate with the Kittitas County Conference of Governments and/or <br />municipalities within the County when siting regional and commruaity facilities. This <br />coordination may include developing an inventory of essential facilities, determining a fair share <br />allocation of essential facilities, determining needed facilities and the jurisdiction responsible for <br />each facility, conducting public involvement strategies, and assuring protections for the <br />environment; public health, and public safety. <br />Improvements is Public Facilities Identified in Cather Plans <br />Various plans have been prepared that identify potential capital projects that can be included in a <br />future six-year plan. The County will consider these projects as funding becomes available or <br />when it is determined that public facilities have inadequate levels of service.
