Caplial FacHifitea <br />Application of Levels of Service Standards <br />The County and public facility provides will use the levels of service standards shown in Table <br />52.1 for identifying improvements needed to: <br />• Address existing deficiencies. <br />• Preserve existing capacity, <br />• Provide for new development. <br />• Enhance quality of life. <br />• Meet otaher community needs not related to growth. <br />The County will evaluate whether or not these levels of service standards are being met when <br />updates to the Comprehensive Plan are performed according to the deadlines in RCW <br />36.70A.130(1)•1 when urban growth areas are reviewed according to RCW 36.70A. 13 0(3), and <br />when major changes are made to the CFP. If these standards arse not being met and public <br />facilities are inadequate, the County will consider one or more ofthe following strategies; <br />• Reduce public facility demand. <br />• Reduce level of service standards. <br />• Increase revenue. <br />i Reduce the cost of the needed public facilities. <br />Reallocate or redirect population and employment growth to make better use of existing <br />facilities. <br />• Phase growth or adjust the timing of development if the lack of public facilities is a short <br />term issue. <br />• Revise countywide population forecasts within the allowable range. <br />The County will also evaluate if proposed development activities would reduce the levels of <br />service of public facilities below the adopted standards. if a proposal is expected to impact a <br />transportation facility, lowering its levels of service below the standard, then preliminary <br />development approval shall not be granted unless improvements or strategies are made concurrent <br />with the development that will maintain the levels of service standards (see Section 5.7 <br />Definitions for the definition of concurrency). All other types of public facilities with level of <br />service standards listed above do not have the specific concurrency requirement that <br />transportation facilitles haver but they do require the provision of adequate public facilities as a <br />condition of project approval. <br />Project Criteria Other Than Levels of Service Standards <br />Public facility improvements that are not needed for maintaining levels of service standards can <br />be programmed if they are: <br />• Facility repairs. <br />• Remodel. <br />0 Renovation. <br />• Replacernent of obsolete or worn out structures. <br />• ImWovements tbat do not reduce financing for other improvements needed to achieve or <br />maintain the standards for levels of service. <br />Kittitas County December 2016 <br />Comprehensive Plan 5-3 <br />
