Other hftmatlon in this section comes from other published reports regarding <br />Kittitas County housing needs and population, and from the housing studies completed by some <br />of the subareas in the County. <br />Number, Type and Distribution Of Housing Units <br />According to the 2000 Census, Kittitas County has approximately 16,475 housing units. Most of <br />the housing units, (55%0 ere located within incorporated cities. The largest city, Ellensburg has <br />41% of the County's housing units. Table 3.1 shows the distribution of housing units by city and <br />unincorporated area for 1980, 1990 and 2000, and the percent of change in the housing <br />distribution over the twenty year period. <br />A percentage of the housing units in Kittitas County are located in unincorporated areas, which <br />are not served by public water or sewer systems. The number and percent of housing units on <br />private wells and septic tanks has increased since 1990. Most of the housing units in Kittitas <br />County are owner occupied single-family units. In 2000, approximately 47% of the County's <br />hong units were owner occupied. <br />Since 1990, the number of housing units within the unincorporated areas of Kinbs County has <br />increased. Data on issued building permits is maintained by Kittitas County Community <br />Development Services. <br />If growth in Kittitas County population continues in the same pattern as it has since 1990, the <br />majority of the new housing units will be single f anily homes in the incorporated and urban <br />growth areas. Changes to the zoning designations and the provision of water and sewer in the <br />unincorporated area could target growth to selected areas. <br />Tenure and Occupancy Rates <br />According to the 2000 census figures there were 16,475 housing units m Kittitas County. Of these <br />housing units, 13,382 were occupied. The approximately 3,093 Vacant units include seasonal, <br />recreational and fhrm worker housing. In some areas of the County such as Easton, Snoqualmie <br />Pass and Swauk-Teaneway, seasonal and recreational units comprise a majority of the units. <br />Of the occupied units, 7,805 were occupied by the owner, and 5,577 were occupied by a renter_ <br />This represents a home ownership rate of 58%. This rate is higher than it was in 1990 (57%). <br />Efforts targeted at assisting first-time homebuyers and offering housing in various price ranges <br />may encourage trend. <br />'Dere exists in Kittitas County group quarters dominantly found as a result of students at Central <br />Washington University residing in group quarters. <br />Another form of group quarters available in Kittitas County occsus through nursing homes. <br />Persons in musing homes include individuals with disabilities, and those who are elderly.
