Should any portion of this Ordinance, or its application to arty <br />person or circumstance, be declared uneonstimbonal or otherwise invalid for any mson, such <br />decision shall not affect the validity ofdw remgini portions of this Ordinance or its application to <br />other persons or circumstances. <br />Section 3.
