CITY OF CLE ELUM WASHINGTON RMLUTION NO. 2a17 -0t t A RESOLUTION OF THE CITY OF CLE ELUK WASHINGTON, ADOPTING A DOWNTOWN REVITALIZATION PLAN PREFERRED ALTERNATIVE. WHEREAS, the Washington State Department of Transportation will. rehabilitate pavement on First Street/State Route 903, including Cie Elum's downtown core area between Oakes Avenue and Peon Avenue in 2020; and WHEREAS, the City of Cie Elum's stormwater facilities on downtown First Street must be updated prior to paving activities to avoid unnecessary damage to new pavement or cost to the city; and WHEREAS, the City stormwater facilities must be designed from Billings Avenue to Peob Avenue according to the Downtown Revitalization Plan Preferred Alternative; and WHEREAS, the City of Cie Elum desires to focus economic revitalization effort in the downtown on First Street from Oakes Avenue to Peoh Avenue; and WHEREAS, the City of Cie Elum desires to create a safely walkable downtown area, consistent with the City's Complete Streets Ordinance (Ord. 1455): and WHEREAS, the City of Cie Elum has completed a Downtown Revitalization Planning Process with the public, the Planning Commission, and the City Council, which nmulted in a Preferred Alternative recommendation from the Cie Elum Planning Commission presented to City Council on June 27,2017; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CLE ELUK WASHINGTON, DOES RESOLVE AS FOLLOWS: Section 1. Adpptcd. The City of Cie Elam hereby adopts the Downtown Revitalization Plan Preferred Altemalive (attached hero as Exhibit A) and establishes the oonceptuat plan the City will use to design downtown First Street from Oakes Avenue to Peoh Avenue, and which will be used to design downtown stormwater improvements from Billings Avenue to Peoh Avenue, and which will be used to secure additional funding to support this downtown and economic revitalization process.
