The total amount of transfers of funds between fine item budget categories shall not exceed <br />hventy (20) percent of the total budget. if the cumulative amount of these transfers exceeds or is <br />expected to exceed twenty (20) percent, the total budget shell be sub*ect to 1usWo0on and <br />negotiation of a GRANT wnendment by the GRANTEE and COMMERCE. <br />C.
