WATERSHED <br />SC I ENCE & E N GI NEERING October 9, 2018 <br />Scope of Work <br />Reecer Creek FEMA Flood Hazard Analysis and Mapping <br />Kittitas County, WA <br />Watershed Science & Engineering (WSE) will conduct detailed hydraulic modeling and analysis to evaluate <br />current flood risk along approximately 5.5 miles of Reecer Creek between the Town Ditch and KRD Canal, <br />and along approximately 1.5 miles between University Way and the Reecer Creek Confluence with the <br />Yakima River near Highway 97 . The purpose is to develop new flood hazard mapping to update the FEMA <br />Digital Flood Insurance Rate Map (DFIRM) for Kittitas County. WSE will follow FEMA technical guidelines to <br />complete the hydraulic analysis, then will submit the new flood map and supporting technical <br />documentation to the County. The County will submit the documents to FEMA for review and <br />incorporation into the DFIRM. FEMA will be responsible for refining the map to meet FEMA's detailed <br />DFIRM cartographic standards, and for incorporating the new flood hazard data into the county-wide <br />DFIRM and Flood Insurance Study report. <br />The following tasks will be completed by WSE . <br />Task 1. Data Collection and Review <br />WSE will collect and review existing data needed to conduct the study. Data will include but not be limited <br />to: <br />• effective Flood Insurance Study (FIS) <br />• preliminary FEMA DFIRM materials created by the STARR team <br />• stream flow discharge records including those for neighboring gaged streams <br />• historical high water mark locations and elevations <br />• current and historical aerial photographs <br />• topographic data including recent LiDAR <br />• bridge and culvert plan and or survey <br />• anecdotal information and photographs of past flood events on Reecer Creek <br />Task 2. Field Reconnaissance <br />WSE will conduct a one-day field reconnaissance of the study reach to: <br />• document channel and floodplain conditions <br />• examine road crossings <br />• examine historical high water mark locations and elevations <br />• refine locations where stream channel cross sections will be surveyed (see next task) <br />WSE will also meet with County staff to discuss historical flood observations and survey needs. <br />Task 3. Survey --Stream Cross Sections, Road Crossings <br />WSE will create a map showing required survey locations including; stream channel cross sections and road <br />crossing data. The County will use in-house survey staff or an on-call survey consultant to complete the <br />survey. WSE staff will meet with the survey team to discuss the survey. Upon completion of the survey, <br />the surveyor will provide WSE with the following: <br />• original survey data -(FEMA requirement. It will be included in the project archive)
