For the Kittitas County model, capacities were based upon Special Report <br />209 "Highway Capacity Manual", Transportation Research Board, National Research <br />Council, Washington, D.C. 1985, updated 1994, and PTV America experience with other <br />models. <br />The capacities are used for both model operation and network analysis. In the context of <br />model operation, the capacities are used in conjunction with link speeds, link lengths, <br />and speed-delay functions to derive a realistic travel speed to be used in the distribution <br />Kittitas County, Washington Transportation Model-May 2009 Page 14
