This recommendation is based on the countywide land capacity analysis and population and employment study. COG voted unanimously on the following employment projection and allocation: • 2.00% average annual employment growth rate • 80% of employment growth to be located in urban areas (cities and their UGAs) • 20% of employment growth to be located in rural areas outside of established UGAs This allocation is based on carrying forward how employment is currently split in the County with about 78% located in urban areas and about 22% located in rural areas. The allocation to the individual jurisdictions was based on each jurisdiction maintaining their 2015 share of employment. • Ellensburg's current share of employment is about 64% • COG's allocation recommendation results in 63% of employment located in Ellensburg in 2037 Table 1. Employment capacity was estimated based on current zoning and regulations that pertain to commercial and industrial development. • Ellensburg's current employment capacity is equal to the 6,998 allocated to Ellensburg Recap of population projection and allocation
