Criteria were established to help <br />prioritize the projects and implementation 13. <br />Using these criteria, the recommended projects <br />were evaluated and ranked based on how well each <br />could meet the criteria. High priority projects for <br />Kittitas County are those that meet multiple criteria <br />in terms of effectiveness, benefit to the community, <br />and ability to be implemented. As the current 20- <br />year project list is expected to exceed the County's <br />revenue, these criteria can be used to evaluate both <br />current and future projects. <br />Level of Service maintenance <br />Current operating expenditures incorporate <br />additional costs needed to bring locations failing LOS <br />standards back into compliance. Going forward, <br />expenditures will maintain existing levels of service, <br />which may not be as capital intensive. <br />Decreasing current expenses is not likely to yield <br />large gains, as the County has already implemented <br />this strategy where possible. <br />I FUTURE FUNDING STRATEGIES <br />Given the limited ability of the County to further <br />reduce expenditures, the following list of potential <br />funding options was compiled to help address future <br />funding needs: <br />• Increase Revenues through Funding Tools: <br />0 $20 Vehicle Licensing Fee levied via a <br />Transportation Benefit District <br />0 0.2% Sales and Use Tax levied via a <br />Transportation Benefit District <br />0 County Road Property Tax Levy Lid Lift <br />0 Transportation Impact Fees <br />0 General Fund Allocations <br />0 Reclaiming Diverted County Road Levy <br />Property Tax Capacity <br />0 Property Tax Levy Lid Lift -County <br />General Expense Levy <br />0 Sale of Existing Capital Assets <br />0 Real Estate Excise Tax 2 <br />n See Appendix E for a detailed description for how each project was <br />evaluated and scored relative to the transportation goals using a scoring <br />matrix. <br />• Increase Revenues through New Financing <br />Tools: <br />0 Limited Tax General Obligation (LTGO) <br />Bonds <br />o Unlimited Tax General Obligation <br />(UTGO) Bond <br />Each of these options has its own challenges, and <br />there is no easy solution to balancing revenues and <br />needs. It is recommended that the County pursue a <br />Transportation Benefit District (TBD) and then <br />establish a Vehicle Licensing Fee, in combination <br />with a County Road property tax levy lid lift. It <br />should also explore Transportation Impact Fees and <br />a Sales and Use Tax levied via a Transportation <br />Benefit District as avenues for additional revenue. <br />While Impact Fees can only be used for capital costs, <br />the other three can be used to cover both operating <br />and capital costs. <br />Table 12 summarizes these tools and their potential <br />for revenue. <br />58 IP age
