system replaced only when they fail or fall out of <br />compliance. <br />It is a federal requirement that signs be replaced <br />when the visibility of the sign at night falls below a <br />prescribed visibility. To comply with this mandate, <br />the County must determine when signs need to be <br />replaced based on the average visibility of a sign. <br />Different sign material fades at different rates . <br />Support infrastructure for the transportation system, <br />such as snowplows, street cleaners, maintenance <br />shops, and other heavy machinery that are owned <br />and maintained by the County keep the <br />transportation system functioning year round. <br />Operations for flood control and extraordinary <br />circumstances are also a critical part of anticipating <br />transportation needs . <br />I CONSTRUCTION <br />Last but not least, construction activities to advance <br />the transportation network include new roadway <br />improvements, major preservation construction, <br />construction for safety improvements, and park and <br />recreation expenditures. <br />The following table (Table 4) shows programmatic <br />expenditures over the past 10 years. <br />Some bridges may not show visible signs of wear but <br />proper maintenance is necessary to keep them in <br />good repair. <br />An example of maintenance needs on County roads. <br />43 IP a g e
