Network: 2g. Provide a transportation system with a hierarchy of roads, with distinct purposes, forming a complete network. 2h. Encourage a grid system in the Urban Growth Areas (UGAs) where practical. 2i. Evaluate and plan for regional facility improvements that may impact the County road system . Land use: 2j. Evaluate the merits of a proposed land use action against the potential impacts on the transportation system by reviewing development proposals for potential impacts to the transportation system and requiring developments to identify and mitigate their transportation impacts through SEPA or other local regulatory reviews and county permits or actions. 2k.
