Kittitas County Transportation Element 2018 <br />accessible, safe, and easy to maintain, with <br />life cycle features that account for long- <br />term costs and benefits. <br />I WASHINGTON STATE FREIGHT MOBILITY PLAN <br />Washington State Department of Transportation <br />(WSDOT) created the Freight Mobility Plan in 2014 <br />to ensure the enhancement of trade flows and <br />associated economic growth throughout the state. <br />It conforms to federal freight goals and the Moving <br />Ahead for Progress in the 21st Century Act (MAP-21) <br />objectives for each state to create a Freight Mobility <br />Framework. The plan was developed with three <br />objectives: <br />• Developing an urban goods movement <br />system that supports jobs, the economy, <br />and clean air for all; and provides goods <br />delivery to residents and businesses. <br />• Maintaining Washington's competitive <br />position as a global gateway to the nation <br />with intermodal freight corridors serving <br />trade and international and interstate <br />commerce, and the state and national <br />Export Initiatives. <br />• Supporting rural economies' farm-to- <br />market, manufacturing, and resource <br />industry sectors. <br />I 1-90 SNOQUALMIE PASS EAST PROJECT <br />The Federal Highway Administration (FHWA) and <br />WSDOT are making improvements to a 15-mile <br />section of 1-90 east of Snoqualmie Pass. The corridor <br />project will widen the freeway, build and replace <br />bridges, minimize closures due to avalanches and <br />rockslides, and address wildlife connectivity. Phase 1 <br />addresses the first five miles of the corridor and will <br />be completed in 2018. Phase 2 improves the next <br />two miles and will be completed in 2019, and <br />funding has been secured for the remaining eight- <br />mile section. <br />Completion of the project will result in a six-lane <br />freeway with less avalanche closures, increased <br />safety, and new pavement. The improved corridor <br />will increase traffic capacity coming to and from <br />Kittitas County along 1-90. <br />JGMA <br />The State's Growth Management Act of 1990 <br />requires communities to prepare a transportation <br />plan that ties directly to the County's land use <br />decisions and financial planning. This Transportation <br />Element Update fulfills the mandate. <br />7IPage
