Introduction <br />This document provides a summary of the process and the parameters used to update <br />and develop the transportation model for Kittitas County. This model is intended to <br />represent base year conditions for 2008. Also discussed is the methodology used in <br />providing forecasts for the years 2030 for use in recommendations with the Kittitas <br />County Plan and to evaluate other proposed improvements. The knowledge of the <br />procedure used to develop the models and the forecasts is important for the future <br />application of the models. <br />This model, for use by Kittitas County, will assist in the development and evaluation of <br />future transportation improvement projects. <br />PTV America developed this 2008 Kittitas County model from the Kittitas County <br />transportation model developed in 2005 and updated for the City of Ellensburg in 2007, <br />The Kittitas County model was completed in August of 2005 and was developed by <br />PTV America in conjunction with Valerie Southern, Transportation Consultant, LLC, <br />and Garry Struthers and Associates, Inc. and in cooperation with Kittitas County. The <br />2005 Kittitas County model was based upon models for Kittitas County, Ellensburg, <br />and CleElum/Roslyn from various earlier years. These models were developed between <br />1994 and 2000 using the TMODEL software package. <br />These previous models were converted into the VISUM software package for ease of <br />data transfer. The new Kittitas County model network was built from NAVTEQ data. <br />The NAVTEQ data is network definition data used in many mapping software <br />including Mapquest, Microsoft Streets and Trips, and used for onboard vehicle <br />navigation. systems. The data includes all streets and roads (including names) and data <br />on lanes, speeds, and turn restrictions so it can be used for routing. For purposes of the <br />Kittitas County model this data was further enhanced with data from the previous <br />models, data from the road deficiency reports, and field review. The data was further <br />refined as more detailed parcel level land use data was provided for the 2008 Kittitas <br />County model. <br />This transportation planning model is a representation of Kittitas County, roadway <br />transportation facilities and the travel patterns using these facilities.
