Kittitas County Transportation Element 2018 <br />1.3 ROLE OF THE TRANSPORTATION <br />ELEMENT <br />The Transportation Element provides a framework <br />that outlines the policies, projects, and programs <br />necessary to implement the County's vision for <br />future mobility. The Transportation Element also <br />describes the financial environment for <br />transportation investments out to 2038. <br />In essence, the Transportation Element informs the <br />development of the Capital Improvement Program <br />by identifying the types of maintenance and <br />operational improvement projects the County <br />should undertake to support future travel trends. <br />The element also evaluates how these projects <br />coincide with the community's values and financial <br />resources. <br />Wild Horse Wind and Solar Facility <br />1.4 ELEMENT ORGANIZATION <br />This Transportation Element includes seven chapters <br />in addition to the Introduction (Chapter i): <br />Chapter 2 — Conditions and Trends: <br />Describes conditions for all travel modes in <br />the existing transportation system. This <br />chapter also identifies current challenges <br />and trends that will affect the County's <br />transportation network in the future. <br />Chapter 3 — Transportation Goals and <br />Policies: <br />Describes Kittitas County's vision for <br />transportation and the goals and policies <br />that serve as the basis for the <br />Transportation Element. <br />Chapter 4 — Maintaining our System: <br />Describes how the County operates and <br />maintains its transportation system, <br />including ongoing programmatic activities <br />and expenditures. This chapter discusses <br />best practices in good state of repair. <br />Chapter 5 — Future Transportation Vision: <br />Introduces a layered network concept that <br />forms the foundation of this plan to <br />accommodate all modes of travel and <br />create a complete transportation network <br />in Kittitas County. This section also details <br />how to accommodate each travel mode and <br />establishes the County's level of service <br />standards. <br />• Chapter 6 — Capital Plan: <br />Provides a long-term capital plan based on <br />the community values expressed in the <br />transportation goals and layered network. <br />Chapter 7 — Implementing the <br />Transportation Plan: <br />Evaluates Kittitas County's financial <br />conditions over the next 20 years and <br />provides guidance on plan implementation. <br />8 1 P a g e <br />
