Each external was factored with the appropriate rate and <br />external -external trips were adjusted with the combined rates for both Car and Truck <br />trips. <br />Trips were generated for the alternative scenario forecasts with the same rates as used <br />for the calibrated 2008 model. Once the total productions and attractions were <br />computed the totals were balanced for each trip purpose or demand strata. These were <br />averaged before use in the gravity distribution model. The same procedure was used <br />for distribution and assignment as in the base year calibration. <br />Transportation System Improvements <br />The forecast models were run for the future horizon year of 2030. The models were run <br />with no -build and groups of assumed improvements to test the impacts of various <br />improvements.
