KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA DATE: <br />ACTION REQUESTED: <br />AGENDA STAFF REPORT <br />October 2, 2018 <br />Request to Approve a Resolution to Appoint Public Works <br />Director to County Engineer for a period not to exceed six <br />months <br />BACKGROUND: Resolution 2018-066 placed the Public Works Director <br />(PWD) as Acting County Road Engineer for a period of six <br />months ending in November, 2018. During the past five <br />months, Public Works has allowed the Engineering <br />Services Manager (ESM) to shadow the Public Works <br />Director for a majority of Board actions. As a licensed <br />professional civil engineer in the State of Washington, the <br />ESM is qualified to serve as County Road Engineer (CRE). <br />The PWD and ESM agree that sufficient experience has <br />been gained by the showdown effort and recruitment for a <br />CRE is beginning. The hiring process is likely to take <br />sufficient time that the initial period of coverage will expire <br />prior to hiring a new CRE. The County Road <br />Administration Board is requesting Board action extending <br />the PWD placement period. The Board is also requiring <br />the PWD to notice them in writing of the efforts made <br />securing a CRE during the past five months. <br />INTERACTION: Public Works, Auditor's Office <br />RECOMMENDATION: Approve a Resolution to Appoint the Public Works <br />Director to serve as Interim County Engineer for an <br />additional period of time not exceeding six months in <br />duration (May, 2019) <br />HANDLING: Return one original to Public Works; One copy to the <br />Auditor's Office. <br />ATTACHMENTS: Resolution <br />LEAD STAFF: Mark R.
