BOWERS FIELD -AIRPORT MASTER PLAN <br />The following work program describes the effort required to successfully complete the Master Plan for <br />Bowers Field within the FAA framework. This project will provide Kittitas County with a 2015-2035 <br />Airport Master Plan and revised Airport Layout Plan (ALP) drawings. An updated Airport Capital <br />Improvement Program (ACIP) will provide Kittitas County with a method and proposed schedule for <br />addressing future facility needs through use of FAA Airport Improvement Program (AIP) grants and other <br />available funding sources. The master plan-defined ACIP will subsequently be used to Identify project <br />priorities with the State Capital Improvement Program (SCIP), which Is administered by WSDOT Aviation <br />in close coordination with FAA. <br />The project wlll address and/or update the basic tasks and work elements as outlined In FAA Advisory <br />Circulars 150/S070-68, Airport Master Plans (Change 2) and 150/5300-13A Airport Design (Change 1). <br />The most current FAA Standard Operating Procedures (SOP) 2.00 and 3.00 will be prepared and <br />submitted with the draft airport layout plan drawing set. FAA SOP 2.0 and 3.0 address agency review <br />and approval requirements for Airport layout Plan and Exhibit A Property Plan drawings. <br />The master plan update and AGIS survey include the following major work elements: <br />• Element 1-Study Initiation and Management; <br />• Element 2 -AGIS Survey <br />• Element 3 -Airport Data Collection and Facilities Inventories; <br />• Element 4 -Aeronautical Activity Forecasts and Demand Capacity Analyses; <br />• Element 5 -Facility Requirements; <br />• Element 6 -Summary of Environmental Status; <br />• Element 7 -Alternatives Analysis; <br />• Element 8 -Airport Layout and Terminal Areas Plans; <br />• Element 9 -Compatible Land Use Planning in the Vicinity of Airports; <br />• Element 10 -Prioritized Capital Improvement Program and Cost Estimates; <br />• Element 11 • Airport Financial Plan; <br />• Element 12 -Agency Coordination; <br />• Element 13 -Public Participation and Information Process; <br />• Element 14 -FAA Compliance Issues & Recycling and Solid Waste Management Plan; and <br />• Element 15 -Reports and Documentation <br />The AGIS survey identified in Element 2 will be used throughout the master plan project and will provide <br />technical data for the Airport Layout Plan drawing set. The AGIS survey will also be used to support FAA <br />Flight Procedures Office (FPO) changes to existing instrument procedures and development of new <br />procedures. <br />Page I 2
