BOWERS FIELD -AIRPORT MASTER PLAN <br />Task 14.1-FAA Compliance Summary <br />Ob !ective <br />Applying for and receiving Airport Improvement Program (AIP) grant funding contractually obligates an <br />airport sponsor to comply with the Assurances contained in the application package. FAA makes <br />continual efforts to educate sponsors in general about their grant obligations, but much of FAA's <br />compliance efforts with Individual sponsors Is reactive, in that violations come to FM's attention and <br />require correction. The objective of this task is to take a proactive-even preemptive-approach to <br />achieving compliance and avoiding noncompliance at a specific airport with its unique circumstances by <br />examining existing and potential compliance issues as part of an airport planning project. <br />Approach <br />The airport sponsor through their Consultant will conduct a thorough review of the approved airport <br />layout plan (ALP), Exhibit 'A' Property Map, Airport Ordinance (if any), Zoning Ordinance, Rules and <br />Regulations, Minimum Standards, airport enterprise fund/budget, leases, easements, permits and any <br />other pertinent governing documents to ascertain consistency with the Assurances. A common-sense <br />"look-around" will also take place to identify potential problems, such as: <br />A. incompatible land uses in the airport environs and/or an absence of appropriate airport- <br />compatibility zoning <br />B. existing "through-the-fence" access for aircraft based off airport property and/or possible future <br />requests for same (especially residential airparks) <br />C. revenue diversion (Including improper use of airport property) <br />o. on-airport residential use (sometimes called "crew quarters") <br />E. non-aeronautical local events closing the airport or a runway (such as drag racing on runways) <br />F. unabated wildlife attractants <br />G. trees or structures (possibly unstudied/uncharted) obstructing the airport's airspace <br />H. anything else in conflict with the Assurances or sound operation of the airport <br />Product <br />A. Summarize current compliance with FM Grant Assurances. <br />B. List and describe any existing and potential compliance issues, referenced to the specific <br />Assurance or other obligation involved. <br />C. For existing violations, recommend remedies and time frame for achieving compliance. <br />o. For potential violations, recommend strategies to avoid noncompliance (i .e., new ordinance) <br />E. Develop and implement a strategy/program to educate the airport sponsor's decision-makers <br />and the general public on the components and importance of compliance .
