BOWERS FIELD-AIRPORT MASTER PLAN <br />Task 11.2 -Financial Plan Working Paper <br />The Consultant will develop a detailed working paper describing the tasks outlined above. This working <br />paper will be submitted to Kittitas County and FAA for review and comment approximately two weeks <br />prior to scheduled meetings (See Element 15 for document distribution details). <br />Product: A narrative and tabular summary of the financial analysis. The working paper will be <br />revised/amended as necessary based on review comments and will become a chapter of the Airport <br />Master Plan report. <br />ELEMENT 12 -AGENCY COORDINATION <br />Effective coordination with local and regional jurisdictions and state and federal agencies Is a critical <br />element in the success of any long-term planning process. Agency coordination will be Initiated at the <br />earliest stages of the project and maintained throughout to provide effective lines of communication. <br />Task 12.1-Prepare List of Agency Stakeholders <br />The Consultant will work closely with Kittitas County staff at the outset of the project to create a <br />comprehensive list of agency stakeholders with their respective areas of interest/responsibility <br />Identified. A list of non-agency stakeholders will also be created (see Task 12.1). <br />Product: Agency stakeholder list to be utilized for project coordination and document distribution. <br />ELEMENT 13 • PUBLIC PARTICIPATION AND INFORMATION PROCESS <br />Task 13.1-Identify Project Stakeholders <br />Century West will assist Kittitas County in Identifying project stakeholders for the purpose of creating a <br />project contact list. The contact list will be used to provide periodic updates on the study process, <br />provide Information about the availability of draft work products, and to announce upcoming project <br />meetings or other related events. Project stakeholders may include individuals, businesses, <br />organizations, or government entities (See Task 11.1) that have an interest in the planning, development <br />or operation of Bowers Field. <br />~3.1.1-Defi ne Roles and Resp o nsib ilities <br />As the first step of the public Involvement process, the Consultant will work with Kittitas Countv to <br />develop a framework for the process that defines the roles and responsibilities for all participants. It is <br />critical to manage expectations from the beginning by defining the level of input of all participants and <br />identifying the key decision points and decision makers.
