BOWERS FIELD -AIRPORT MASTER PLAN <br />Task 7.1 • Goals Development <br />Based on inventory findings, demand considerations, forecasts of aviation activity and input from the <br />Kittitas County and stakeholder groups, the Consultant will assemble a series of goals that describe the <br />intent, direction and functional role of the airport. These goals will, after thorough review and approval <br />by Kittitas County, serve as the basis for the preparation of the development plan for the Airport and <br />will help to ensure a commonalty in terms of communication, direction and cohesiveness of future <br />airport Improvements. <br />Product: Formulation of goals to serve as a guide for the preparation of the development plan and <br />program. <br />Task 7.2 -Prepare Preliminary Development Alternatives <br />The Consultant will be responsible for identifying and evaluating feasible alternatives for the <br />development of airport facllitles, utilizing the findings and determinations from previous tasks. <br />Anticipated areas of emphasis Include: <br />A. Airfield geometry, RPZ configurations, collocated thresholds, non-standard conditions, runway <br />designation (primary, secondary); <br />B. Runway length(s) required to accommodate current/future design aircraft <br />C. Evaluation to include both Runway 11/29 and Runway 7 /25, based on direction provided by FAA <br />Seattle ADO (2015); <br />D. Taxiway access; <br />E. Landside development areas; and <br />F. Lighting, visual guidance Indicators, signage, markings. <br />A maximum of three (3) airside development options and three (3) landside development options, in <br />addition to a no-action option will be evaluated. The airport development alternatives will be prepared <br />using an aerial photo base combined with the electronic file for the Airport Layout Plan that depicts <br />existing conditions. <br />With exception of the no-action option, each of the preliminary alternatives will be capable of <br />accommodating the gross facility requirements quantified in the Element 5. Options for acquiring <br />property may be integrated into the alternatives, if required. The no action option (no-development <br />alternative) offers a baseline to which other alternatives may be compared. The no-action option <br />typically maintains existing capabilities but does not involve new development required to respond to <br />demand.
