SECTION 4 – SITE SCREENING AND SELECTION PROCESS <br />4-6 AX0622181133PDX <br />which current land use policy is most supportive and potentially beneficial in developing a new transfer <br />station. <br />After hearing from the public and conducting additional technical work and further research into FAA <br />rules and the Airport Master Plan, the project team removed the Airport Site from further consideration. <br />The project team revisited the <br />previously identified list of 11 potential <br />sites for candidates to replace the <br />removed Airport Site. All remaining sites <br />were found to be unfavorable due to <br />zoning status and location outside of <br />the urban growth area, which would <br />prohibit development of a new transfer <br />station. Initial site investigation and <br />discussions with the current property <br />owner of the Cement Plant Site led to <br />additional investigation of a potential <br />site across US Highway 97 from the <br />Cement Plant Site. This new site <br />location was identified as Site 33, US <br />97/Old Highway 10, and was found to have been removed from consideration during the initial site <br />screening process due to the presence of a thin strip of a FEMA 100-year flood zone dissecting the site. <br />After further review, confirmation of City Light Industrial Zoning (which would require some additional <br />approvals but appeared to be workable), and consideration of the floodplain, the project team <br />determined that the site had more than 25 acres of usable space and the floodplain channel could either <br />be avoided or relocated and engineered with low impact to new site development and the floodplain <br />network. A conceptual site layout was prepared for the new US 97/Old Highway 10 Site (Figure 4-6) and <br />a rough-order-of-magnitude cost estimate was developed (Table 4-1). <br />Table 4-1.
