Kittitas County Transfer Station <br /> Community Meeting Summary <br /> <br /> <br />4 <br /> <br />• Were FAA regulations regarding Advisory Circular 150/5200-33B regarding hazardous wildlife <br />attractants on or near airports looked at? <br />Response: Siting requirements outlined in FAA Advisory Circular 150/5200-33B were considered <br />when identifying potential sites for consideration. Our understanding of current FAA rules is that <br />enclosed transfer stations are compatible with safe airport operations. The FAA requirements <br />also require a 1,200-foot setback between composting operations and the airport. The proposed <br />Airport site meets both requirements. The project team will perform an additional review of FAA <br />requirements. <br /> <br />• Have you taken into consideration the impact on 200+ people currently working out near the <br />airport site? <br />Response: Once a site is selected, the project team will perform a traffic study to determine <br />impacts on roads servicing the proposed facility. <br /> <br />• How would you pay for the private property? Would you end up with a mortgage? Is there other <br />funding available? <br />Response: The County is considering various funding options for purchasing land and to develop <br />the site. <br /> <br />• Will all comments be presented on web site? <br />Response: Yes. All comments will be presented on the website. <br /> <br />• How does this 25-acre site affect undeveloped acreage at airport? Does it affect any other <br />development plans on that property, such as a new Public works site? <br />Response: Based on an initial review of this location, we believe a transfer station would not <br />affect the proposed public works facility. <br /> <br />• Is there an assumption on the airport property that the lease price will stay the same for 30 <br />years? <br />Response: The lease agreement price would be adjusted by the rates established by the County <br />Commission. <br /> <br />• How many acres of asphalt will be at the new site? Will all 25 acres be paved? <br />Response: Onsite roads and parking areas will be paved as well as operational areas at the <br />compost facility. <br /> <br />• Has rain and snow runoff been taken into account and will it contaminate nearby surface water? <br />Response: On-site stormwater flow will be conveyed via channels and culverts to lined <br />stormwater retentions ponds. The site will comply with all stormwater management <br />requirements including the development and implementation of a stormwater management <br />plan. <br /> <br />• Looking at site maps, they don’t all look to be 25 acres. What is the acreage of all three sites? <br />Response: The Cement Plant site is a 102 acre parcel, the Tjossem Road site is 188 acres, and the <br />Airport site contains 42 acres.
